How do negotiations work in the European Union and what do national governments have to do with decision-making at EU level? In a simulation game, participants take on the roles of national ministry staff and representatives in the Council of the EU. A special feature is that the participants can access their simulation materials paperlessly via their smartphones and communicate directly with the representatives via a chat function. The EU's legislative process is to be made tangible using the example of a proposal on environmental protection from the European Commission. A special focus will be on European forests, which will be replanted or afforested as CO₂ reservoirs to achieve the EU's climate targets. This example is broken down into two points of contention in a way that is understandable for pupils, and also offers the opportunity to discuss larger, pressing issues of environmental and climate protection in the EU during the evaluation.
