The Russian war of aggression against Ukraine has brought questions of international security back onto the agendas and political consciousness of Europeans. All relevant debates about the war in Ukraine are European debates: The German Chancellor formulates the claim to establish the Bundeswehr as the centre of European conventional defence, the EU intensifies its relations with NATO, the expansion of European military assistance obligations is discussed and the debate on the establishment of a "European Army" also experiences a renaissance. December marked the tenth anniversary of the award of the Nobel Peace Prize to the EU. Will the "peace power" of 2012 become a "superpower" in 2023? How, with whom and from what is Europe defending itself?
